Marco de factores y criterios para la descripción evaluación de infraestructuras de información

Resumen: Se presenta el concepto de infraestructuras de información, su diferencia con las infraestructuras físicas, su relación con las infraestructuras para la investigación científica y su alcance extendido que comprende servicios, instrumentos y plataformas para el procesamiento y producción de información. Se indica la importancia del concepto de Infraestructura de Información paraun abordaje interdisciplinario de los servicios y procesos en el ámbito del desarrollo de tecnologías, del tratamiento, preservación y utilización de información. Con este contexto como referencia se analiza cuáles son los tipos de usuarios de las infraestructuras de información. Se comenta luego el estado de las Infraestructuras de Información en desarrollo y en servicio en CAICYT y la necesidad surgida a causa de su crecimiento de contar con un marco normalizado y consensuado por la comunidad institucional que permita su descripción, mapeo y evaluación. Esa descripción debe asimismo consentir el análisis de los aspectos de portabilidad, sustentabilidad y accesibilidad. Se presentan las variables institucionales y tecnológicas fundamentales a considerar para el desarrollo de un Marco para la descripción y mapeo de infraestructuras información. Se muestra complementariamente el relevamiento de ítems y definiciones que aparecen en los estudios pioneros sobre infraestructuras de información y en aplicaciones recientes en áreas temáticas específicas. Finalmente se presenta Marco de factores y criterios para la descripción y evaluación de infraestructuras de Información desarrollado y consolidado a través de suaplicación en CAICYT.

Abstract: This document deals with the concept of information infrastructures. It shows how they differ from physical infrastructures, describes the relation they bear with research infrastructures, and depicts their extended scope, including services, instruments and platforms for producing and processing information. It argues on the importance of the concept of information infrastructure for an interdisciplinary approach to services and processes in the area of technology development, and of information treatment, preservation and use. Bearing this context in mind, users of information infrastructures are analyzed and typified. Also, it comments on the status of information infrastructures under development and in use in CAICYT, and the need -arising from their growth- of having standards for describing, mapping and evaluating them. The description should also involve the analysis of portability, sustainability, and accessibility. The document also describes the main institutional and technological variables to consider when developing a Framework for describing and mapping information infrastructures. Additionally, the document serves as a collection of items and definitions that appear in the foundational articles on information infrastructures and of recent uses of the term in specific thematic fields. Finally, the document presents the Framework of elements and criteria for the description and assessment of information infrastructures, which was developed by CAICYT and consolidated after being applied in the organization.
